Solve Add or Remove Folder in Start Menu Issues of Windows 10

Are you having problem customizing start menu in your new Windows 10 PC? I wasn't able to customize "Choose which folders appear on Start" option on my Windows 10.

This is what happened: I had a sudden power cut while browsing the Internet. When I switched on my PC again I noticed that all the shortcuts like File Explorer, Downloads (except Settings) disappeared from the start menu. So I decided to add those shortcuts back to start menu. To add those links back, I followed the following steps:
  • Go to Settings > Personalization.
  • Click on Start then select "Choose which folders appear on Start".
  • Now I noticed that all the other options are grayed out except "Settings".

Are you having the same problem? If yes, I have a fix for you which I found here. If you don't understand the steps explained on Ten Forums then the following steps. This fix will also solve the if you aren't able to customize Start Menu on other local accounts of your PC too. Follow each steps carefully.
  • Run Command Prompt as Administrator. You can find Command Prompt on Start > All apps > Windows System > Command Prompt.
Tip: Right click on Command Prompt & select Run as Administrator. You may need to provide admin password.
  • First, type the command given below...
cd C:\ProgramData\Microsoft\Windows

Solve Start Menu Personalization Disabled
  • ...and then type the following command. It will rename the "Start Menu Places" folder to "Start Menu Places Originals".
ren "Start Menu Places" "Start Menu Places Originals"
  • Now open File Explorer and go to "C:\ProgramData\Microsoft\Windows" and create a new folder and name it "Start Menu Places".
Tip: If you can't see Program Data folder in your Hard Disk Drive (the drive on which Windows 10 is installed) then you will need to enable the option to show hidden files & folders. To show hidden items, search for "show hidden files and folders" in the search box from the task bar and enable show hidden files & folder option.

Solve which folders to appear on Start menu Issue
  • Sign out from your current account and log in again with another local account.
Tip: Create a new account if you don't have any other accounts. To create a new account go to: Settings > Accounts > Family & other users > Add someone else to this PC.
  • On the other account, open File Explorer & go to "C:\ProgramData\Microsoft\Windows\Start Menu Places Originals".
  • Copy all the shortcuts (Documents, Downloads, Videos etc.) from "C:\ProgramData\Microsoft\Windows\Start Menu Places Originals" and paste it on "C:\ProgramData\Microsoft\Windows\Start Menu Places".
  • Now sign out of the account and then log in with your original account.
  • Check if you can choose which folders appears on Start. If the options are still grayed out then continue to the next step.
  • Go to "C:\ProgramData\Microsoft\Windows\Start Menu Places" & delete all the shortcuts (Documents, Downloads, Videos etc.).
  • Now go to "C:\ProgramData\Microsoft\Windows\Start Menu Places Originals" & copy all the shortcuts from there and paste it to "C:\ProgramData\Microsoft\Windows\Start Menu Places"
  • Done! Now check the Personalization Settings again. It will work now.
